Indonesia is taking an important step forward in the fight against malnutrition through the development of a National Standard for Biofortified Rice. This effort is part of the National Standard Formulation Program (PNPS), an initiative designed to ensure that biofortified rice produced and distributed across the country meets clear, reliable, and science-based quality standards. 

Biofortified rice is seen as a practical solution to help reduce malnutrition and the risk of stunting, especially among children and vulnerable communities. To make sure this rice is safe, high-quality, and trusted by the public, a clear national standard is needed. 

From Innovation to Standard

To move this forward, the Government of Indonesia, through the Board of Agricultural Assembly and Modernization for Rice (BRMP Padi), the Ministry of Agriculture, has initiated the formulation of a draft Indonesian National Standard (RSNI 0) for biofortified rice.  HarvestPlus Solutions is working closely with the government institutions and supporting this initiative to advance standardization of zinc rice in Indonesia. This process is not only technical, but also highly collaborative, bringing together voices across the food systems. 

The standard development process is designed to:

• Produce a draft national standard (RSNI 0) for biofortified rice
• Harmonize scientific, regulatory, and field-level perspectives
• Ensure that the final standard benefits farmers, industry actors, and consumers — especially those at risk of stunting 

Listening to the Experts: Focus Group Discussions

An important milestone in this journey has been the Focus Group Discussions (FGDs) conducted on January 28, 2026 in Subang Regency, West Java, as part of the consultation process to gather feedback from experts and stakeholders. Participants included researchers, food and health experts, standardization authorities, seed producers, rice millers, and farmer representatives. They shared their knowledge and field experience to help shape the draft standard so it can work well in real farming and market conditions. 

This inclusive approach ensures that the future standard is not only scientifically sound, but also practical, implementable, and aligned with market realities.

Why This Standard Matters

This standard will guide farmers, producers, and industry players in maintaining quality, while also giving consumers more confidence in choosing nutritious rice products. 

Ultimately, this is about more than rice — it is about creating a system where better nutrition can reach more households in a sustainable and measurable way.

A Collaborative Effort for National Impact

The PNPS process is being implemented through coordination meetings, expert consultations, FGDs, and the formal drafting of the RSNI 0 document, with strong multi-stakeholder involvement and support. This work reflects a shared commitment to making biofortification a lasting part of Indonesia’s agricultural and nutrition strategy. 

As the standard moves closer to completion, it lays the groundwork for scaling biofortified rice nationwide, helping ensure that improved nutrition starts from the field and reaches every table.
